This workshop is the 4rd in a series of workshops on study of neutrino oscillations using reactor neutrinos with particular emphasis on measurement of lepton flavor mixing angle theta-13. The first workshop was held in Alabama, USA (April 30 -May 2, 2003), the 2nd one in Munich, Germany (Oct.9-11, 2003) and the 3nd one in Niigata, Japan (Mar.20-22, 2004).

In the previous workshops, the physics motivations for theta-13 measurement and possible ideas for the experiment as well as preliminary designs of the detectors were vigorously discussed. We have reached to common recognition that the reactor measurement of the theta-13 is important because it is a pure theta-13 measurement and is complimentary to accelerator based measurement. Moreover, we emphasized that the reactor experiments are very cost-effective and can be done quickly. Several possible experimental sites in Russia, Japan, Europe, USA, Brazil and China have been proposed.

The 4rd workshop will take place in Angra dos Reis, Brazil (February, 23-25, 2005). The main purpose of this workshop is to evaluate the proposed experiments in detail and seek for ways of how to realize such projects in an international perspective. Representative speakers from each project will explain their projects in detail and there will be extensive discussions of the issues such as, what is the goal of the experiments, what is necessary to realize them, etc. Talks about new ideas both from the experimental and theory sides as well as summary of the recent theoretical progress of the theta-13 physics will be included. There will be an excursion to visit Angra dos Reis nuclear power plant that is a candidate site of one of the experimental projects.
